UK Three Packers Rules Explained, With a Free Checker

If you sell packaged goods by weight or volume in the UK, the three packers rules are not optional. They are the law, Trading Standards enforce them, and a site can pass every certification audit and still be offside on them. I built a free checker so you can test your own fill samples in a couple of minutes.
What the Weights & Measures checker Does
The three packers rules sit under the UK packaged goods regulations and apply to pre-packed products sold by weight or volume in fixed quantities. In simple terms, they ask three questions of every batch you test.
Rule one: is the average content of your sample at least the nominal quantity on the label? Rule two: are too many packs short by more than the tolerable negative error, which is a set allowance below the nominal? Rule three: is any single pack short by more than twice that allowance? Fail any one of the three and the batch fails.
Most people remember rule one and forget the other two. Averaging out to the right weight is not enough if you have a handful of badly underfilled packs hiding in the sample.
How to Use It
- Open the Weights & Measures checker on the free resources page.
- Enter the nominal quantity from your label.
- Enter your measured sample values, net of the container.
- Read the result against each of the three rules, not just the average.
Where It Helps Beyond Certification
This is where the tool earns its keep beyond certification. A failed batch is a legal problem, not just a quality one. Underfilling is a Trading Standards matter, and overfilling quietly costs you margin on every pack that leaves the building. If your filler runs 2 grams heavy across a million units, that is real money.
It also gives you something useful to show a customer or an inspector. A dated record of sample checks, the results and what you did about a failure shows control of the process. Keep the printouts with the batch record.
Where Sites Get Caught Out
The most common trap I see is checking packs gross and not net. Weigh the product, or tare off the container properly, and make sure your balance is calibrated and in date. A good check on a poor balance is worth nothing.
